Click this for my full review of The Art of Biblical Narrative. by Robert Alter

Excerpt: Alter also continually alludes to the Bible as containing fiction writing. He means that the artistic style and the literary conventions used more closely resemble fiction than a post-enlightenment history. This terminology may confuse some as he is not implying that the events portrayed in the Bible are patently false, rather that they are shaped literarily by the writers so that the account ends up reading like a work of fiction (in literary style) though it may or may not describe historical events.
