The mayor of Moscow has proclaimed a winter without big snowfall for the city. He plans to actively deter the moisture from reaching the city and creating strangling snowfalls. The Chinese have been altering weather too.

Whether the plan works or not, is it ethically and morally correct to play God in such a fashion? I don’t think so. No one can be absolutely certain of the effects this will have on the local climate or the global climate. Chaos theory teaches us that. There are just too many variables for us to be certain of an outcome. In addition, moving precipitation from one place to another only moves a drought from one location to another. It doesn’t really solve the problem of having a drought.
